The Synopsis

The Minerva reaches the port at Orb, and Cagalli and Athrun disembark. Yuna, a member of the Orb council led by Cagalli, tries to hug Cagalli various times and throws smirks in Athrun's direction. Cagalli doesn't seem too comfortable with this, but doesn't seem able to stop it. Cagalli learns that Orb has agreed to sign a treaty with the Earth Alliance, similar to the one that they were faced with two years ago. The terms are ridiculous, including such things as supervision of Orb's council by Earth Alliance members and control of Orb's military. Cagalli is furious and very upset, and fails to convince the council to change their minds. Jibril threatened to label Orb as the most malicious nation on Earth, and would be treated as the enemy if they did not sign the treaty. The Earth Alliance has decided to go to war with the Coordinators again, an agreement that was reached after the devastation of Junius 7's crash course to Earth.
Captain of the Archangel, Marrue Ramius, reappears undercover as one of the management crew in a secluded area of the Orb military base. She meets Captain Talia Gladys, and they have a pleasant conversation.
Athrun meets with Kira and Lacus. He and Kira go on a drive, where Athrun tells Kira that he still has not found the true enemy or what he should be fighting for.
Cagalli finally gets to return to Athrun in the morning, and she tells him that the situation is not good with the council. Athrun decides to leave for ZAFT, where he can have the power to do something about all of this, though he doesn't know what he will do yet. He tells Cagalli that he is going to see Chairman Dullindal and have a talk with him.
The pilots from the Minerva are given permission to disembark and have a day off at Orb. Shinn walks by Orb's shores and remembers his sister as he listens to her away message on her cell phone. He meets Kira at a memorial site by the beach, though the two don't know each other. Shinn tells Kira that the flowers on the memorial will eventually be destroyed by someone, and quickly apologizes for speaking strange words. He leaves Kira a little surprised as Lacus comes around with a handfull of flowers.

The Review

Cagalli will have lots of trouble with that council. Really, her father should have stayed alive rather than die with Orb - she still needs guidance in leadership. I have always had the impression that every time Cagalli speaks, she's shouting at someone.
